The first IIT outside India will be set up in the United Arab Emirates:

As part of the India-UAE trade deal signed recently India will set up the first-ever Indian Institute of Technology outside India in the United Arab Emirates(UAE). The institution will help in new-age innovation and technological progress. After years of negotiation, UAE and India decided on signing a Comprehensive Economic Partnership Agreement (CEPA) that will help in achieving new heights of joint strategic cooperation in all sectors. Moreover, an India-UAE cultural council will be set up to facilitate and promote cultural projects, cross-cultural exchanges and exhibitions.

About Indian Institutes of Technology(IIT):

A group of Indian eminent Institution that aims at promoting and usher new-age technology, through providing quality education and ample scope of research. 

After Independence India set up a committee under Nalini Ranjan Sarkar to formulate the way forward regarding Higher Technical Institutions in India. The committee in its report asks govt. to form an institution in the line of the Massachusetts Institute of Technology.

All IITs are Autonomous in their function. Each IIT is linked through the IIT Council, which look after the efficient administration of IITs. The Minister of Education is the ex officio Chairman of the IIT Council. These institutions are governed under The Institutes of Technology Act, 1961.
